I have come across a number of customers who want to have staff photos visible in their GAL. They typically look at this feature when migrating from previous versions of Exchange to 2010. Though Microsoft supports this feature with the use of PowerShell, Exclaimer Outlook Photos gives a free GUI tool – not just for you to try, not just for a limited period, not with feature limitations but absolutely free.
The tool can be installed in any domain joined machines – any one from XP to 2008. Check the system requirements here

I also found this free tool to work great at getting the pictures added to my AD, but unfortunately it doesn’t work because the photos don’t show up in either Outlook 2010 or 2016.
We’re on Office 365 in a hybrid environment running with AD Connect to sync to AD, but even though the photo for a test user is in AD which I’ve confirmed it doesn’t show up in Outlook.
So far, the only way I’ve found to have the photos show in Outlook is to use Remote PowerShell to connect to my Office 365 tenant and run this command:
Set-UserPhoto “User Test” -PictureData ([System.IO.File]::ReadAllBytes(“c:\photos\usertest.jpeg”))
If you know of a way for this tool or anything similar that allows bulk importing to work in this scenario please let me know…thanks.

I just change my default profile via OWA but it is not reflecting in my Local Outlook 2013 client, it show in OWA fine.
